In response to my inquiry, Randy Ormsby of Texas DOT replied on 2/9/2009, "The purpose of the Texas safety rest areas is to provide a safe place for drivers to stop to take a break from driving. This includes overnight stays. Your stay is limited to 24 hours at any safety rest area."
